Rural poor youth aged 15-35 (up to 45 for women, PVTGs, PwDs, transgender persons and special groups), identified as poor via Participatory Identification of Poor, BPL/SECC auto-inclusion, MGNREGA households, RSBY/Antyodaya cardholders or NRLM SHG membership. Mandatory coverage for SC/ST (34%), minorities (13%) and women (33%). Bihar-resident rural youth apply through JEEViKA/training partners.
