    Across Bihar's Single Nodal Agencies for all centrally-sponsored schemes, the Accountant General received no vouchers of actual expenditure; ₹14,738.13 cr of the funds released lay unspent in SNA bank accounts on 31 March 2024. To the extent of non-submission of Utilisation Certificates, the amount shown as expenditure may not have reached the beneficiaries.
