Rural poor unemployed youth aged 18-45 (priority to BPL households and NRLM/SHG members), enrolled through the district RSETI free of cost. Applicable to rural Bihar residents through the RSETIs operating in Bihar districts.

Benefit detail: Free short-term residential skill training (from a basket of ~64 NCVET/MoRD-approved trades such as tailoring, dairy, electronics repair, apparel), followed by long-term handholding and credit-linkage support to start a self-employment venture. Reported settlement (self-employment/wage-employment) rate above 70%.
