All pregnant women delivering in public health institutions, and all sick newborns/infants up to one year of age accessing public health institutions. No application or income test — entitlements are automatic at government facilities.

Entirely free, zero-expense services at public health institutions: free delivery including caesarean section; free drugs and consumables; free diagnostics; free blood when required; free diet (3 days for normal delivery, 7 days for C-section); and free transport (home-to-institution, inter-facility referral, and drop-back). Same free entitlements extended to sick newborns and infants up to one year of age.
